PROBLEM TO BE SOLVED: To suppress winding of a matter to be washed round an adhesive rubber roll due to stripping electrification phenomenon, thus preventing its breakage, or the like, in a surface washing device of a resin thin plate product and a film material product. SOLUTION: Whole side peripheral surface of a cylindrical core bar (7) in a longitudinal direction is successively covered in layers with an electrically conductive layer (8) made of conductive rubber and a thin adsorption layer (9) made of insulating rubber from inside toward outside in a minor axis direction to form the adhesive rubber roll(6). Thereby even when the adhesive rubber roll is charged in static electricity due to stripping electrification phenomenon, the electrically conductive layer of the adhesive rubber roll is electrically conductive to the core bar (7) and is grounded to attain sure destaticization. Thus, breakage, or the like, resulting from winding the resin thin plate product and the film material product round the adhesive rubber roll can be prevented while cleaning is surely performed by the adsorption layer (9).
