PURPOSE: A device and a method for converting hierarchically multimedia data streaming transmission mode are provided to improve the quality of service and the movement of a CPE(Customer Premise Equipment) by adaptively encoding and streaming multimedia data according to the change of wireless access link environment. CONSTITUTION: A streaming server(300) is connected to a base station(600) through a network. The streaming server(300) receives state information of adaptive modulation coding and information of wireless environment from the base station(600). The streaming server(300) determines hierarchically a type of multimedia data and converts the streaming transmission mode. An adaptive encoder(200) encodes multimedia data adaptively according to the streaming transmission mode determined by the streaming server(300) and transmits the multimedia data to the streaming server(300).
