PURPOSE: A system and method for operating the watch and alarm functions of a mobile phone in a power-off state are provided to arrange a special system in a mobile phone and to supply a minimum of power to the specially arranged system so that the watch and alarm functions of the mobile phone can be normally operated even in a power-off state. CONSTITUTION: In case that a user turns off the power of a mobile phone in order to interrupt mobile calls with the external, a power supply part(10) intercepts power supply for a main control(40)(S10). The power supply part(10) supplies power to a sub control part(50) only so that only the sub control part(50), a watch alarm program execution part(60), and a monitor/speaker part(70) can be operated(S20). In this case, the watch alarm program execution part(60) delivers the present hour, changed according to the flow of time, to the monitor(70) through the sub control part(50)(S60,S70). In case that an alarm time is set, the watch alarm program execution part(60) compares the preset alarm time with the present hour.
