<P>PROBLEM TO BE SOLVED: To display in high quality an image to be frame-by-frame displayed as a reduced-color moving image, on the display screen having a large number of pixels of a display device of a mobile terminal or the like. <P>SOLUTION: In a request reception unit 12, a dynamic image transfer request from the mobile terminal device 3 is received, and a model discrimination unit 13 discriminates the model of the terminal 3. A dynamic image format conversion unit 14 converts dynamic image data M0 into a format corresponding to the model. If the terminal 3 cannot carry out dynamic image display but can display a multimedia image wherein frames are displayed one by one in high quality, a dynamic image conversion unit 15 converts the dynamic image data M1 into multimedia image data F1. On this occasion, a data size and the like of the terminal 3 are considered.
