PROBLEM TO BE SOLVED: To provide a crystal oscillating piece capable of suppressing increase in a CI value by decreasing displacement in a Z' direction when oscillation arms of the crystal oscillating piece performs flexing oscillation and a manufacturing method thereof, and to provide a crystal device housing this crystal oscillating piece in a package, and a cellular telephone and electronic equipment utilizing this crystal device. SOLUTION: The piezoelectric oscillating piece is provided with a base 51 and a pair of oscillating arms 34, 35 each extending in parallel from this base, and has grooves 56, 56, 57, 57 formed on the front and rear surfaces of each of the oscillating arms by etching so as to extend in the longitudinal direction. Each of the grooves formed on the front and rear surface of the oscillating arms has a structure in which the end of the base has rigidity being almost mutually the same on both the front and rear surfaces.
