PROBLEM TO BE SOLVED: To more surely transmit information required for prescribed processing. SOLUTION: A modulation/demodulation part 34 modulates information to be transmitted and demodulates the received information. A time slot control part 42 allocates a time slot to a terminal device 10. A control signal processing part 44 especially extracts a signal indicating a disconnection request from a signal of allocation request of the time slot received from the terminal device 10 at an inactive state. A modulation system control part 36 determines a modulation system suitable for transmission path quality derived in a quality derivation part 38.
