PROBLEM TO BE SOLVED: To easily and programmably synchronize the operation of a display panel with input image data. SOLUTION: Based on the fixed frequency clock from an oscillator, a monitor control section 31 changes the time of a vertical period at a ratio of one time per two frames of a video signal, makes comparison of every frame of an input video signal and an output video signal in order to fit the phase of the vertical scan of the output video signal with respect to the input video signal into a desired phase, adjusts the time of the horizontal scan and prevents burning and screen mispositioning.
