PROBLEM TO BE SOLVED: To improve throughput of data transfer in a wireless section. SOLUTION: A buffer 130 temporarily accumulates data of a data frame signal transferred from an RNC apparatus 300. An accumulation measuring section 132 measures the accumulation of data accumulated in the buffer 130. A parameter setting section 120 sets a buffer size, first threshold, second threshold, credit value, interval value and repetition period value. A determining section 134 determines whether the accumulation increases and exceeds the first or second threshold or it decreases and is less than the first or second threshold. A CACF signal generating section 122 generates a CACF signal on the basis of a result of determination by using a combination of the credit value, the interval value and the repetition value whose accumulations are larger than "0" and are within a range below the buffer size.
