A heater unit producing method is adapted for production of heater units without the danger of producing dust, with a simple construction, at low cost and with less energy loss. The heater unit producing method of the invention comprises a fiber forming step (50) for forming a number of fibers of inorganic material to form a heat insulation housing block, a heat-resistant resin impregnating step (54) for impregnating the heat insulation housing block with heat-resistant resin, a heat treatment step (56) for application of heat treatment, and a heating element embedding step (58) for mounting a heating element on the inside of the heat-treated heat insulation housing block.
