PURPOSE: A hypertension descending device having a thermo electric module is provided to allow a user to repeatedly cool and massage a portion of carotid sinus. CONSTITUTION: The device includes a thermo-electric module having a contact tip protruded upward and a heat sink mounted to a lower portion thereof. The heat sink has a cooling fan and a vibration motor mounted at a lower end. The device includes a temperature detecting unit having a thermistor, a temperature control unit for detecting a cooling temperature of the contact tip based on a varied resistance value of the thermistor, and a current regulating unit for controlling a current supplied to the thermal electric module according to a control signal output from the temperature control unit.
