PROBLEM TO BE SOLVED: To provide a settlement means excellent in safety and convenience.

SOLUTION: This system comprises: a payment means 100 with a plurality of systems of communication means; a charging means 101 with a plurality of systems of communication means; and a settlement means 102 with a plurality of systems of communication means, thereby making the communication among each of the payment means, the charging means and the settlement means by using communication means different in system respectively. False claims by the charging means is prevented by exchanging settlement information in communication between the payment means and the settlement means and efficiency of sale is increased by exchanging a signature (digital signature) and an account sheet in communication between the payment means and the charging means.
