A base station (2) communicates with a mobile station (3) via a common channel common to a plurality of mobile stations (3) and a plurality of shared channels assigned to each mobile station (3) by a predetermined number. A scheduler (8) is provided for acquiring a transmission power ratio determined for each mobile station, i.e., the ratio of a mobile station assignment power as a sum of the transmission power of the shared channel assigned for one mobile station against the transmission power of the common channel, deciding a mobile station assignment power of each mobile station from the transmission power ratio acquired and the transmission power of the common channel, and selecting a communication destination mobile station in such a manner that the sum of the mobile station assignment power of the communication destination mobile station does not exceed a predetermined upper limit value of power that can be assigned.
