PROBLEM TO BE SOLVED: To provide a method for manufacturing a gear pump or a motor, implementing high durability and low manufacturing cost. SOLUTION: In the gear pump or the motor, a drive gear 5 is meshed with a driven gear 6, and the gears are housed in a case. Bearings disposed to the case rotatably supports shafts 7, 8 respectively extending from the gears 5, 6. One of or both of shaft diameters D of the shafts 7, 8 of the drive gear 5 and driven gear 6 is/are set depending on face widths H of the drive gear 5 and the driven gear 6.
