<p><P>PROBLEM TO BE SOLVED: To provide a charging system and method for introducing an energy saving device without incurring an initial cost, and for carrying out charging by using a calculation system for allowing the user (customer) of a facility, an energy supply agent and an energy saving agent to enjoy the benefits, and for supporting the emission trading. <P>SOLUTION: In this charging system for executing charging on the basis of the energy amounts used according to the operation of a facility, a user terminal owned by the user of a facility and a supply agent terminal owned by an energy supply agent who supplies energy for operating the facility are connected on a network.
