<P>PROBLEM TO BE SOLVED: To provide a television telephone terminal and an image forming method capable of allowing the cut down of the data quantity, when it displays a previously stored picture in response to an answer phone call and sends it to a television telephone terminal of a communication party. <P>SOLUTION: The television telephone terminal has an answer phone function and a television telephone function. It comprises a means for controlling the individual means, a radio means for performing communications, a means for photographing during the operating of the television telephone function, a means for displaying a taken picture of a user himself/herself and a substitute picture, an operating means for inputting an action command for applying an impression or action to the substitute picture, a means for storing the substitute picture and the action command, a data analyzing means for analyzing the stored action command, and a means for generating a picture with reflection of the action command on the substitute picture.
