The pumping device includes a piston rod (5) mounted movable in a cylinder (3) which is mounted in a container (1).A number of one-way valves are provided. An actuating lever (6) is fixed at the upper end of the piston rod and has on the inside an air duct which has in the centre section a narrowed neck which is provided with a pressure reducing valve having a valve opening connecting with the air duct and channel which is provided inside the piston rod.
