PROBLEM TO BE SOLVED: To realize pavement of a comfortable promenade generating no hazardous material in construction or disposal. SOLUTION: A base is excavated and the excavated face is compacted, a paver 1 prepared by mixing/agitating vegetable fiber chips and an inorganic binder is cast in the excavated part and filled with them, the surface is compacted, an nonadhesive sheet 2 is put over the surface if necessary, and again the surface is compacted.
