PROBLEM TO BE SOLVED: To provide a material for reinforcing concrete or the like which is hardly pulled out even when the setting force of the concrete or the like to be reinforced is high and with which high reinforcing effect can be obtained, and to provide a method for producing the same. SOLUTION: A fibrous or flexible rod-like base material is dipped into a thermoplastic resin and/or a thermosetting resin in a fluidized state so as to deposit the resin onto the base material. The resin stuck on the base material is condensed into a nearly spherical state, dried and hardened.
