PROBLEM TO BE SOLVED: To relieve the management burden of an information processing system by defining contents of a management operation as a policy, and to detect the error, mismatching or inconsistency of the set contents of the policy. SOLUTION: A CPU 201 executes the overall control of a management server 200, and reads and executes a policy management program 300 stored in a storage device 208 to a memory 202 as necessary in order to realize various functions. A recording medium reader 204 is configured to read a program or data recorded in a recording medium 207. The read program or data are stored in the memory 202 or the storage device 208. Therefore, a policy management program 300 recorded in the recording medium 207 is read from the recording medium 207 by using the recording medium reading device 204, and stored in the memory 202 or the storage device 208.
