<P>PROBLEM TO BE SOLVED: To provide a packing method and a packing device for packing a powdered matter such as a toner into a double structured container comprising a soft container and a hard container storing the soft container smoothly and easily not deteriorating a work environment. <P>SOLUTION: This relates to a method for packing a powdered matter 7, such as a toner, into a double structured container comprising a fixedly shaped and not easily deformable hard case and a deformable soft container 2 to be stored therein, and the method comprises the steps of:(a) supplying the powdered matter 7 into the soft container 2;(b) reducing the volume of the container 2 containing the body 7 supplied in the step (a) by discharging air 10 using a volume reducing jig 9, etc. and arranging the width of the container 2 smaller than the inside width of the hard case:and (c) inserting the container 2 which is reduced and whose shape is arranged in the step (b) into the hard case.
