PURPOSE: A simultaneous VoIP(Voice over Internet Protocol) emergency call system and a controlling method thereof are provided to perform hotline calls and an emergency broadcasting function by targeting on plural host telephones and subscriber telephones as well as group calls without changing the system, and to process a conference through a VoIP function. CONSTITUTION: A bridge room(120) controls group call telephones among host telephones(210) and subscriber telephones(300). A conference room(130) activates a group call room while connecting the group call telephones, and performs group calls. A waiting room(140) is connected when the group call telephones respond to the activation. A hold back room(150) is connected with the group call telephones during a hold back function. A controller(110) controls the group call telephones while performing a group call function, connects the subscriber telephones(300) responding to the calls with the host telephones(210) by activating the group call room, processes packets inputted from the host telephones(210) and the subscriber telephones(300) to enable a conference, and carries out the group calls.
