PROBLEM TO BE SOLVED: To generate intake pipe negative pressure for operating a negative pressure mechanism in an internal combustion engine with a variable valve mechanism capable of varying opening/closing timing or an opening amount of at least one of an intake valve and an exhaust valve, and the negative pressure mechanism operated by the intake pipe negative pressure. SOLUTION: The internal combustion engine with the valve mechanism comprises the negative pressure mechanism operated by the negative pressure generated in the intake passage of the engine, a throttle valve adjusting intake air flow rate flowing in the passage, and a negative pressure generating means for generating the intake pipe negative pressure by controlling at least one of the valve mechanism and the throttle valve when the negative pressure for operating the negative pressure mechanism is insufficient.
