PROBLEM TO BE SOLVED: To provide a surface preparation material for actively removing harmful anion such as chloride ion which can not be removed physically such as by blast treatment in repainting a corroded steel surface. SOLUTION: An anion adsorbent such as calcium-aluminum combined hydroxide which is not consumed by the reaction with cement is incorporated in a cement-based surface preparation material using a water-based epoxy resin as a liquid admixture and the surface preparation in repainting is performed using the surface preparation material to suppress the occurrence of steel corrosion.
