PURPOSE: A method for manufacturing ultra-low carbon steel sheet by electric field heat treatment is provided to increase formability and reduce manufacturing cost by performing final annealing process under an electric field impressed when producing the ultra-low carbon steel sheet. CONSTITUTION: In a method for manufacturing ultra-low carbon steel sheet by casting process and cold rolling process and heat treatment, the method comprises a step of finally cold rolling the ultra-low carbon steel sheet in an ordinary manner; and a step of electric field heat treating the finally cold rolled ultra-low carbon steel sheet in an annealing process, wherein the annealing process is performed at temperature of 650 to 800 deg.C for 10 to 20 min, and wherein the step of performing electric field heat treatment comprises the step of impressing anode (+) current to the sheet, and impressing cathode (-) current to a heat treatment furnace and impressing AC electric field of 100 to 300 V/mm to the heat treatment furnace.
