PROBLEM TO BE SOLVED: To provide a coated granular fertilizer wherein a hull of a coating material hardly rises to the water surface after elution of a fertilizer component, and its manufacturing method. SOLUTION: The coated granular fertilizer has an inner core comprising a granular fertilizer, a first coating layer comprising iron oxide and a second coating layer which is established outside the first coating layer and comprises a thermosetting resin. The coated granular fertilizer is manufactured through a step wherein an iron oxide-coated product of the granular fertilizer is obtained by adding a fine powder of iron oxide to the granular fertilizer in a tumbled state and continuing the tumbling to achieve evenly dispersed and uniformly coated states, and a step wherein a product coated with a thermosetting resin is obtained by adding a liquid, uncured thermosetting resin to the iron oxide-coated product in a tumbled state, continuing the tumbling while the surface of the iron oxide-coated product is coated with the uncured thermosetting resin and then thermally curing the uncured thermosetting resin.
