PROBLEM TO BE SOLVED: To provide a large carrying and lifting strokes without disposing a large and heavy drive device at the upper part. SOLUTION: This lifting and carrying device 10 supports one end of a cage 11 by a lifting mechanism 20 and supports the other end by a posture holding mechanism 30 for lifting.The lifting mechanism 20 comprises a drive system pulley mechanism 22 in which a lifting wire 21 suspendedly supporting a cage 11 is wound, multiple times, on a fixed sheave 22C and a movable sheave 22B and which comprises a hydraulic cylinder 22D drivingly lifting the movable sheave 22B and a balance system pulley mechanism 23 in which a weight wire 23A bound to a counter weight 23B is wound by multiple times on a balance movable sheave 23C and a balance fixed sheave 23D. The posture holding mechanism 30 is formed such that a supporting guide wire 31 tensely arranged between the upper and lower sides of the lifting area of the cage 11 is routed so as to be wound on the upper side of a guide sheave 12 disposed at the side part of the cage 11 supported by the lifting mechanism 20 and to be wound on the lower side of the guide sheave 12 disposed on the opposed side part thereof.
