<p><P>PROBLEM TO BE SOLVED: To obtain a treating agent for treating a hydrogen chloride-containing exhaust gas discharged from incineration of city waste, capable of compensating for an intermediate temperature-range near 500<SP>o</SP>C of the exhaust gas, so as to effectively utilize a waste-glass and extend a life-span for a final treating plant. <P>SOLUTION: The hydrogen chloride-containing exhaust gas discharged from a city waste incineration plant is treated, by utilizing Na<SB>2</SB>O and K<SB>2</SB>O both contained in waste-glass and obtained by pulverizing the same. It is possible to set a treating temperature of the exhaust gas within a range of 200<SP>o</SP>C to 700<SP>o</SP>C. Preferably, an average particle-diameter of the pulverized waste-glass is 20μm or less.
