<p><P>PROBLEM TO BE SOLVED: To provide a transmission method and a transmitter capable of data transmission in an unreliable limited band network, even if data are lost, while utilizing a limited bandwidth effectively. <P>SOLUTION: A data stream includes a predictive coding frame and an internal coding frame. When a frame is lost during transmission, a client informs of the loss of data to a server, when a next packet is received correctly by the client. Subsequently, the server skips all the predictive coding frames in a current predictive coding frame sequence and resumes transmission from a next internal coding frame. Preferably, a sequence number is assigned to each packet, and a message from the client includes the sequence number of a received newest packet.
