PROBLEM TO BE SOLVED: To provide an image forming apparatus making a color electrophotographic image by using an image forming apparatus using a KNC system and an image forming method. SOLUTION: The image forming apparatus has a plurality of developing means on the periphery of an electrophotographic photoreceptor and has a transfer means for forming a plurality of color toner images in superposition on the electrophotographic photoreceptor by using toners varied in coloration by each of the plurality of the developing means, then transferring the plurality of the color toner images at a time onto the electrophotographic photoreceptor. The turbidity of each color toner used of the plurality of the developing means is below 60 and the difference in the turbidity between the respective color toners is specified to a maximum 5 to 45.
