PROBLEM TO BE SOLVED: To prevent the occurrence of power shortage by improving the transient responsiveness of a fuel cell. SOLUTION: The drive of a traveling motor is controlled such that 'annealing' is performed to prevent the hunting of a driving system for an accelerator opening Acc, and required torque is set based on a value after the 'annealing' and the revolutions Nm of the traveling motor. The operation of the fuel cell is controlled by the accelerator opening Acc and the revolutions Nm of the traveling motor that are inputted without performing the 'annealing.' The occurrence of temporary power shortage is prevented by preventing an abrupt increase in the revolutions of the traveling motor when an accelerator pedal is stepped down by a driver sharply, and by preventing a delay in the rising of the revolutions of an air compressor that supplies air for the operation of the fuel cell.
