PROBLEM TO BE SOLVED: To provide a method for creating a seaweed bed effectively utilizing ring-shaped holding tools for seaweed seeds and seedlings in creating the seaweed bed using the seaweed seeds and seedlings for transplanting and anchorage bodies fixing the holding tools for the seaweed seeds and seedlings to a structure for creation in various shapes. SOLUTION: Circular cylindrical anchorage bodies 2 are suitably fixed to four corners at the top of a structure 1 for creation by a suitable binding means such as adhesion and the holding tools 3 for the seaweed seeds and seedlings in which the seaweed seeds and seedlings for transplanting are supported on the ring-shaped holding tools are fitted onto the anchorage bodies 2. The seaweed seeds and seedlings established therein function as a feed source for zoospores required for creating the seaweed bed. Since the holding tools 3 for the seaweed seeds and seedlings are fixed through the block-shaped anchorage bodies 2, the tools can be applied if the tools have a somewhat flat part.
