PROBLEM TO BE SOLVED: To provide an electric double layer capacitor which has a high electrostatic capacity operating on a low voltage and excellent cyclic characteristics. SOLUTION: Meso-carbon microbeads of 1kg having grain diameter of 25μm are heated in a nitrogen atmosphere at a temperature of 800°C for two hours for a carbonization treatment and then cooled down to a room temperature. The carbonized material of meso-carbon beads and sodium hydroxide powder are mixed together at the weight ratio of 1 to 2.5, and the mixture is heated at a temperature of 600°C for one hour in a helium atmosphere, and the carbonized material is exposed to sodium vapor and subjected to an alkali activating treatment. The carbonized material is cooled down to a room temperature, then 8g carbon powder, 1g Ketchen black (R), and 1g polytetrafluoroethylene are kneaded and rolled into a sheet material of thickness 0.5 mm, an active carbon layer 3 having a diameter of 16 mm is punched from the sheet-like carbon material, the active carbon layer 3 and a current collecting layer 2 are combined to serve as a polarizable electrode 4, and the polarizable electrode 4 and a separator 1 are combined and impregnated with an organic electrolyte for the formation of the electric double layer capacitor A.
