PROBLEM TO BE SOLVED: To provide a method of manufacturing optical fiber preform by which the occurrence of crack due to the hitting or the rubbing of a rod material against the inside wall of a pipe in inserting the rod material to a pipe material and the eccentricity of a part to be a core of an optical fiber in the produced optical fiber preform are suppressed. SOLUTION: The method of manufacturing the optical fiber preform is a rod-in-tube method and is provided with a step for forming the rod material R by continuously melt-sticking an upper side dummy rod 26 and a lower side dummy rod 27 respectively to the upper part and the lower part of the quartz core rod 24 and a step for judging whether the bending amount of the rod material R is equal to or below a desired bending amount or not.
