PURPOSE: Provided is a luminous sheet which makes an exit sign or an emergency lighting noticeable in the darkness when applied to them by adhesion or covering, and a manufacturing method of the luminous sheet is also provided. CONSTITUTION: The luminous sheet comprises a 1st sheet composed of 25-50 wt% of PVC resin, 10-25 wt% of dioctylphthalate plasticizer, 30-40 wt% of luminous agent, 1-4 wt% of PVC stabilizer and 2-6 wt% of flame retardant; and a 2nd sheet composed of 45-65 wt% of PVC resin, 25-42 wt% of dioctylphthalate plasticizer, 1-3 wt% of PVC stabilizer, 2-6 wt% of flame retardant and 0.5 wt% or less of white pigment with 2-3.5 wt% of TiO2, the 2nd sheet being adhered onto one side of the 1st sheet. The method for manufacturing the luminous sheet comprises the steps of: preparing a mixture for the 1st sheet; preparing a mixture for the 2nd sheet; mixing each mixture with stirring; calendering each mixture to prepare the 1st sheet and the 2nd sheet independently; and laminating the obtained sheets with a hot roller.
