<p><P>PROBLEM TO BE SOLVED: To immediately reproduce moving image data from received partial data when dividing large-sized encoded image data into a plurality of partial data and transmitting the data. <P>SOLUTION: On the basis of the frame type of each encoded frame in the encoded image data identified by a frame type identifying part 104, a dividing processing part 105 divides an intra-frame encoded I picture into small-capacity partial data 101a, and inter-frame encoded P, B pictures into large-capacity partial data 101b. A charging processing part 102 or an encryption processing part 103 applies charging processing or encryption processing to the small-capacity partial data 101a and transmits the resultant data. Besides, a frame type converting part 107 converts the P, B pictures wherein a change of data contents is detected by a content change detecting part 106 into the I picture and the I picture in which the data contents are not changed into a P or B picture.
