<P>PROBLEM TO BE SOLVED: To solve the problem that in a heat fixing device used in an image forming apparatus, an offset phenomenon by which toner adheres to a heating roller occurs, and when a developing device for tribocharging is driven at the time of replenishing fresh toner, in the case where a heat fixing device is also driven, an offset toner melts again in a heated state by switching on a heater, adheres to a pressure roller and a heating roller, and stains transfer paper in subsequent image formation, and in a cold state where the heater is not switched on, a toner adhering to a temperature sensor, etc., damages a surface of the heating roller. <P>SOLUTION: In a regular image forming operation, a main motor 500 drives a photoreceptor unit 8 and a heat fixing device 22, and a motor 501 for paper feeding and development drives a developing device 12.
