PROBLEM TO BE SOLVED: To provide varnish capable of forming an electric insulating layer excellent in resistance to high-temperature and high-humidity and electrical insulating properties, an electric insulating film obtained by using the varnish and a laminate and a multilayer printed wiring board each having the film. SOLUTION: The curable varnish comprises an insulating polymer, a curing agent, a flame retardant and an organic solvent. The flame retardant is obtained by bringing a phosphate of a basic nitrogen-containing compound into contact with a water-soluble alkaline compound.
