<P>PROBLEM TO BE SOLVED: To provide a system capable of preventing improper use of information and used for collecting charge according to the volume of used information without depending on a network or the like. <P>SOLUTION: A user 11 sets both a disk 10 and an IC card 16 on a replay device 26. Replay control information 14 of the disk 10 and replay permission information 18 of the IC card 16 are read. In the replay device 26, the two pieces of the read information are verified to determine whether replay is permitted or not. When the replay is permitted, software information 12 is replayed, and use information is detected in parallel with it. When the replay is finished, the use information 19 is recorded in the IC card 16. In returning the disc, a rental shop 28 reads the use information 19 from the IC card 16, and calculates a charge amount from the software use information 19.
