PROBLEM TO BE SOLVED: To reduce a mode coupling loss between waveguides in an optical circuit element having an optical coupler. SOLUTION: When light to be waveguided is split by forming a groove on an optical waveguide, the optical axis of incident side optical waveguide is deviated from the optical axis of outgoing side optical waveguide after the split. It is also possible that the width of the incident side optical waveguide differs from the width of the outgoing side optical waveguide after the coupling. COPYRIGHT: (C)2004,JPO&NCIPI
