PROBLEM TO BE SOLVED: To provide a defogging coating material capable of forming a coating film having lasting good defogging properties and adhesion, and preventing the formation of stain caused by flowing water when the water flows down on the surface, and the surface is dried; and to provide an article coated therewith. SOLUTION: The defogging coating composition contains a block or graft copolymer, a fluorine-based surfactant and an acidic alkyl phosphate. The block or graft copolymer is constituted of a hydrophilic polymer part formed out of a vinylic monomer having a crosslinking functional group, and a water-soluble vinylic monomer, and a hydrophobic polymer part formed out of a water-insoluble vinylic monomer. Preferably, the fluorine-based surfactant has a molecular structure containing a perfluoroalkyl group as a hydrophobic group, and a polar group as a hydrophilic group, and is the nonionic, anionic or amphoteric one.
