PROBLEM TO BE SOLVED: To provide a developing device which facilitates replacement of developer and can improve maintainability and exhibits appropriate development performance after the replacement, and to provide an image forming apparatus and a developer recovery method. SOLUTION: The developing device 1 has a first stir transport path 6, a partition wall 8, a second stir transport path 7, and a developing roller 2 which are disposed in a housing 3 in that order. The first stir transport path 6 and the second stir transport path 7 with the partition wall 8 therebetween are opposite to each other in the direction of transport of the developer 12. Communicating parts 9a and 9b which can be sealed are formed in both ends of the partition wall 8 respectively. A recovery roller 10A which has a magnet 10a (magnetic field generating member) and whose axil direction is substantially parallel to the developing roller 2 is disposed outside the bottom of the housing 3, which is within an area including the developing roller 2 and the second stir transport path 7.
