PURPOSE: A manufacturing method of a puzzle block set and the structure of the puzzle block set are provided to reduce the weight of the puzzle block set while increasing safety of the puzzle block set. CONSTITUTION: The manufacturing method of a puzzle block set comprises a first reinforcing frame assembly step of assembling a plurality of reinforcing frame members using their fitting slits to form reinforcing frame assemblies, a second unit block forming step of forming cube unit blocks(10), and inserting the reinforcing frame assemblies into the cube unit blocks and sealing them, respectively, a third spacer assembly step of forming spacer assemblies, and a fourth unit block connecting and coating step of selectively interposing the spacer assemblies and unit spacer members between the unit blocks, connecting the unit blocks to each other by means of a transparent tape(30), and coating an assembly of the unit blocks with a transparent tape.
