SOLUTION: On the basis of an effective communication speed which is predicted and calculated by an effective communication speed predicting device 103, the allocation of a data communication band of each contents required via an operation switch 100 is altered and reset in accordance with changes in the communication environments in a data communication band calculating device 104, and the reset data communication band is calculated and secured.
