A method of transmitting live video content to a field station. The method includes receiving a real-time raw video stream from a camera of a surveillance unit, encoding the raw video stream into multiple self contained video or data streams with different levels of quality, and providing the multiple self contained video or data streams to one or more storage or surveillance units.
