<P>PROBLEM TO BE SOLVED: To provide a state estimation device and method of a fuel cell in which the state of the fuel cell can be estimated based on physical values obtained generally. <P>SOLUTION: The standard deviation δ of the voltage V of all the unit cells is obtained and whether the δ exceeds the threshold value δthr or not is judged (S110), and when the δ has exceeded the threshold value δthr, whether the temperature T of the fuel cell 30 exceeds the threshold value Tthr or not is judged (S130). Then, when the T has not exceeded the threshold value Tthr, the inclination D of voltage of the unit cell 31 of the lowest voltage is obtained, and whether its inclination D is below the threshold value Dthr or not is judged (S140), and when the inclination D is below the threshold value Dthr, that is, when the voltage V drops drastically, it is estimated to be in a flooding state (S160).
