PROBLEM TO BE SOLVED: To provide a method for manufacturing a composite rolling roll made of cemented carbide the manufacturing cost of which is comparatively reduced without using a HIP device, whose size which can be manufactured is not restricted by the dimensions of a device, and in which the inner layer consisting of a steel base or an iron base material and the outer layer consisting of cemented carbide are firmly joined. SOLUTION: In the method of manufacturing the composite rolling roll made of the cemented carbide in which the outer layer consisting of the cemented carbide is metallically joined to the outer periphery of the inner layer consisting of the steel base or the iron base material, a hollow sleeve is loosely fit on the outer periphery of the inner layer by using a hollow sleeve consisting of either kind of a formed body, a temporarily sintered body or a sintered body of the cemented carbide as the base stock of the outer layer. After a material to be the intermediate layer is charged or filled up in the clearance formed between the inside of the hollow sleeve and the outside of the inner layer, diffusion joining is performed by heating the whole of them in the vacuum or an inert gas atmosphere.
