PROBLEM TO BE SOLVED: To provide a clear liquid softening agent composition effective for significantly decrease the slimy feeling caused by the direct application of the composition to clothes. SOLUTION: The clear liquid softening agent composition contains (a) 3-50 mass% compound having one or more 12-36C hydrocarbon groups which may be divided by an ester group and/or ether group and having a tert-amino group or its acid salt or a quaternary ammonium group, (b) 3-35 mass% organic solvent having a logP value of 0.5-3, (c) 0.5-7 mass% fatty acid ester of a compound (the carbon number of the fatty acid is 8-20) obtained by adding a 2-3C alkylene oxide to a 3-8C polyhydric alcohol having 3-6 hydroxy groups in the molecule in an amount of 20-150 mol on an average and (d) 20-90 mass% water.
