<p><P>PROBLEM TO BE SOLVED: To provide a hydraulic composition which prevents the degradation of strength caused by transition without impairing the characteristics possessed by alumina cement, is excellent in neutralization resistance, and is used mainly in a civil engineering/construction field. <P>SOLUTION: The hydraulic cement composition contains 100 parts binder composed of 5 to 90 parts alumina cement and 10 to 95 parts latent hydraulic material and 5 to 300 parts blast furnace slow cooling slag powder. The cement concrete composition contains the hydraulic cement composition.
