<p><P>PROBLEM TO BE SOLVED: To highly efficiently process binary encoding and multi-level encoding in one encoder and to avoid a trouble of a JPEG (joint photographic experts group) 2000 algorithm by utilizing an image compression encoding technology based on the JPEG2000 algorithm. <P>SOLUTION: One of features of compression encoding based on the JPEG2000 algorithm is bit plane encoding and even in a character region=binary encoding region that can be originally represented with one-bit information as an image, it is necessary to encode a plurality of bit planes and useless encoding is performed as a result, so that encoding efficiency is low and a processing speed is also decelerated but an image region is judged by an image region separating means 121. On the basis of the result, processing contents are switched by a processing content switching means 122 and for a character region for binary encoding, two-dimensional wavelet transform processing or quantizing processing is not performed but it is started from following entropy encoding processing.
