PROBLEM TO BE SOLVED: To reduce start torque by rotating a doctor roller in the direction where the doctor roller follows a development roller reversely rotated to set up a developing device. SOLUTION: A drive system for a gear, a drive motor, etc., may break or malfunction in a case where the developing device is new and the developing roller 20 and the doctor roller 22 continue to be in contact with each other for a long time without toner being present between them. As a result, they stick to each other, increasing start torque with consequences of large torque. In order to counteract this, the developing roller 20 is reversely rotated at the start of setting up the development device and thereby the doctor roller 22 is rotated following it. Consequently, the developing roller 20 is rotated normally for the setup. This prevents an increase in start torque and trouble resulting from it.
